Why is it more accepted in hip hop culture...?

That when a police officer shoots a black man the whole community gets up in arms, but we have hundreds of killings in our own communities but we don't care at all. Our rappers glorify killing and drug selling but when an officer kills someone it becomes wrong all of a sudden. Im not saying either is right but why do we care so little about killing each other.
